The Beran's Shrine is located just to the left of the Main Gate and also to the immediate left of the Beran's Reach Central Market. If you still can't find it then look for a Village Lot owned by Vallas Tellen, Governor of Beran's Reach.

The Beran's Shrine in Beran's Reach is where you will learn the History of Beran's Reach because, in the shrine, you will find something that looked like an altar, on that altar is a book and that book is where the History of Beran's Reach is written.

Also, from the way the Beran's Shrine is layed out with thrones and benches, it's safe to say that it's also a place of gathering but I don't think it's a place of worship though and if I'm wrong then please correct me in the comments section.
