Legends of Aria now has an Item Shop or Cash Shop and players are not happy about it. This is according to an article posted by Massively Overpowered.

There were Legends of Aria players who asked for refunds because the Cash Shop could turn the game Pay-To-Win and there are already supposedly Pay-To-Win items in the Cash Shop.

For me, if the item gives power or advantage to those who bought and used them then it's Pay-To-Win. If it's just for show like a costume then it's not Pay-To-Win.
